Abstract:

Background and Motivation

Electronic Procurement covers both the IT-based support of operational as well as of strategic processes in Supply Management. Thus, sourcing processes, including market places and Electronic Auctions, Supplier Relationship Management and other strategic tasks are focused as well as the operational purchase-to-pay process for indirect goods. Here a special focus lies on electronic catalog-based procurement. Therefore, a broad range of applications in Electronic Procurement will be covered, some of them already well established, though usually not comprehensively implemented, others fairly new to most companies.

Module Objectives

You acquire the knowledge regarding potentials of optimized processes supported by software systems, which is of significant importance for purchasers. You will find out what types of solutions are available for different procurement tasks. You will also learn how the involved parties have to adjust their processes in order to generate the best possible economic benefit. You will be taught how to pursue projects introducing and rolling-out Electronic Procurement solutions. Additionally you will learn how to motivate staff and users in order to ensure optimized system utilization.

Module Contents

The module is designed in a distance electronic learning format. Based on extensive experience regarding practical applications as well as empirical data and theoretical foundations the domain of IT-based Supply Management will be presented to you via an electronic learning system. You will learn about different strategies for optimizing and managing procurement processes via adequate IT tools. While working through the contents, you will have the opportunity to interact with the instructors of this module. In a management report you will finally describe how to best utilize Electronic Procurement. The following topic areas will be covered intensively within this module:
- Operational and strategic Procurement Processes
- Catalogue-based Procurement Systems
- IT-based processes in Supply Chain Management
- Electronic Sourcing and E-Auctions
- Supplier Relationship Management

Module Objectives

Module 0:
This module helps to get an overview of the major tasks of the procurement function and how the function is interrelated with other business functions. Furthermore a deeper understanding of typical IT tools employed to support supply processes is provided. Finally the objective of this module is to understand why an integrated approach that takes a holistic view of the strategic sourcing processes on the one hand and on the operational procurement processes on the other hand is necessary.

Module 1: Optimized operational processes
Lesson 1: Analysis of operational processes

Understand how traditional operational processes in procurement are organized and why they are often very inefficient, time-consuming, costly, not transparent
and not well documented, thus less controllable and potentially not according to rules and regulations.

Lesson 2: Optimized operational processes  

Understand how operational processes in procurement can be organized to make them efficient, fast, and transparent, to ensure well documented processes that are controllable, according to rules and regulations and that can be performed at low costs.

Lesson 3: eCatalogs and eStandards

You will know how electronic catalogs help to implement efficient requisationing processes, which requirements should be fulfilled regarding product data, exchange formats, and product classifications. Furthermore, you will learn what attribute-based catalogs are good for and about their limitations.

Lesson 4: Usage models

You will know the pros and cons of the live general usage models for catalog-based procurement systems, so that you should be able to select the best model or combination of models for a given situation.

Lesson 5: Tasks of the Procurement function

You will know what the tasks of Procurement are. Procurement is responsible for regarding optimized Order-to-Pay processes and how they can be organized in order to fulfill economic and performance requirements.

Lesson 6: Performance and ROI Analysis

You will be able to evaluate the economic and general performance consequences of optimized Order-to-Pay processes compared to the traditional ("old world") 02P process on the buying company's side.

Lesson 7: Effects of optimized O2P processes on suppliers

You will know how the introduction of optimized O2P processes influences the suppliers and which potentials as well as requirements they have to fulfill in order to be able to act as professional "ePartners" of the buying company.

Lesson 8: Project and change management

You will know what the essential steps regarding the implementation of an optimized 02P process and the related eProcurement tools are, with focus on process analyses, selection and implementation of tools as well as the major issues regarding the accompanying Change Management process.

Lesson 9: Conventional MRP systems and Execution systems

You will know how centralized procurement processes are
executed by applying Materials Management software as a functional part of ERP systems.

Lesson 10: Electronic Supply Chain Management

You will know what E-SCM can do for companies that want to exchange data regarding planning, scheduling, and controling of the Supply Chain and which requirements have to be fulfiIIed by the business partners in order to implement efficient E-SCM.
